Regional Quality Assurance and Technical Training Consultant

Job Description:
Provide HERS-based program Quality Assurance, training and technical support services for utility sponsored residential new construction (RNC) programs in the Midwest region (currently KY and OH).   This position supports multiple programs and will be based in MaGrann’s Columbus, Ohio or Louisville, Kentucky office.  Primary tasks include Quality Assurance of rating services performed by locally based independent raters participating in the various programs, technical training to supplement participants’ knowledge of building science and related topics, and technical support to address compliance related issues.  Trainings will be targeted for raters, builders, design professionals, construction trades, utility personnel and other program stakeholders.  Reports to and advises the VP of Technical Services regarding QA issues and their resolution, and makes recommendations for program changes and training opportunities to improve the quality of program performance.  This position has a dotted-line responsibility to the RNC Program Director and will work closely with the Program Managers of the individual programs. 

Principal Duties: (detailed list of duties ranked by importance or frequency)

A.   Quality assurance implementation:

  1. Provide quality assurance of HERS raters participating in regional utility sponsored RNC programs in accordance with program guidelines and contract requirements.  Services will include review of field activities as well as rating files.
  2. Provide feedback and guidance to HERS raters to assist them in resolving QA issues.
  3. Provide detailed reporting of QA activities and monthly tracking data to program management and/or Client and interpret results for MaGrann staff.
  4. Achieve and/or maintain certification as RESNET HERS Rater, QAD and Rater Trainer.
  5. Investigate and report all suspected violations of RESNET Standards of Practice and Code of Ethics to the Vice President of Technical Services and Program management.
  6. Maintain proficiency and awareness of industry developments, and provide input for internal, RESNET and Program updates.

B.   Technical Training, Audit and Evaluation Support:                                 

  1. Conduct client technical training, demonstrations and other related support of program participants (builders, raters, contractors, etc.), in coordination with the Program management as directed.
  2. Identify technical training needs and communicate to Program management and VP Technical Services.
  3. Support/provide resolution to HERS and other technically related customer service issues.
  4. Act as liaison to audit and evaluation activities by Program Sponsors with respect to technical data and QA results.

C.   Other duties:

  1. Develop and implement QA policies, procedures and metrics for Program activities as directed.
  2. Provide technical support as needed.
  3. Attend related conferences and seminars as approved.
  4. Maintain current working knowledge of related technical developments and issues.
  5. Contribute to technical policy, procedure and metric developments by MaGrann Associates and/or its clients.
  6. Manage and maintain all assigned field equipment, including inventory, repair and calibration.
  7. Other duties as assigned.

Supplemental Information:

  • Salaried, exempt position;
  • Annual Performance and Merit Review;
  • Normal business hours 9:00am – 5:00pm with flexibility to accommodate company, client, participant and event schedules as needed;
  • Based at the Columbus, Ohio or Louisville, Kentucky office of MaGrann Associates with extensive travel support field rating activities; Requires suitable and reliable transportation, valid driver’s license and insurance.

Qualifications include a bachelor’s degree (B.S. in engineering preferred), or equivalent experience.  Must be RESNET HERS Rater and QAD with at least 2 years of experience, HERS Trainer certification or the demonstrated ability to achieve this certification.  Must have a strong understanding of building science, RESNET Standards and EPA ENERGY STAR Homes Guidelines.  Computer skills must include Microsoft Office and REM/Rate.  Must have excellent written, verbal, presentation and organizational skills.  Must be self directed with a demonstrated ability to work collaboratively with internal resources and external clients, customers and stakeholders.
